Across the Gulf, national AI strategies are mature, well funded, and publicly committed. The question has moved from whether to invest to who can actually deliver.
The institutions making progress share three traits: a small number of clearly owned priority services, sovereign data arrangements settled early, and a deliberate plan to transfer capability to national teams.
Strategy documents are abundant across the region. Delivery capability is the scarce asset.
Those still circling tend to have wide portfolios, unresolved data governance, and heavy reliance on external delivery with no handover path.
The next phase of regional advantage will be decided by execution discipline, not ambition.
